A “Young” Engineer’s Adventures with Uncoated Weathering Steel Bridges

Seminar Overview:  This presentation examines two distinct bridge projects constructed with uncoated weathering steel. The first focuses on the Fern Hollow Bridge in Pittsburgh, Pennsylvania, which collapsed under light traffic on January 28, 2022, injuring 10 people. Modjeski and Masters, Inc. assisted PennDOT in investigating the collapse. The presentation reviews the forensic investigation, including site inspections, analytical studies, and identification of the probable failure mechanism. Findings suggest the collapse likely began with failure of a transverse tension component within a frame leg, highlighting the need to understand structural behavior when assessing unique details. The second half highlights the new Hawk Falls Bridge on the Pennsylvania Turnpike’s Northeast Extension, spanning a scenic gorge in Hickory Run State Park. The 720-foot-long structure features a 465-foot steel deck arch supporting a continuous rolled-girder deck system. Designed for four traffic lanes with future widening capability, the bridge uses three arch ribs and a multi-girder configuration that provides substantial redundancy. Exposed steel is weathering grade, while the interiors of the box-section arches are painted for durability and inspection access. The presentation covers the project from alternative selection through final design and construction.

Presenter Bio:  Dr. Frank A. Artmont is a Senior Engineer in the National Bridge Group of Modjeski and Masters, Inc. He received his BS in Civil Engineering and PhD in Structural Engineering at Lehigh University and is a licensed professional engineer in PA and NJ. Since joining M&M 10 years ago, he has participated in various design, rehabilitation, research, and forensic projects related to steel bridges. Frank has presented at numerous technical conferences and meetings, is an active member of the AASHTO/NSBA Steel Bridge Collaboration, and was recently named by Roads and Bridges Magazine as one of their Top 25 under 40.
